Review on aviation emissions trading – actions by aircraft operators

Preparations for aviation emissions trading are well under way in Finland. Aircraft operators are expected to submit their annual emissions reports and tonne-kilometre reports by the end of March. Submitting the reports for 2010 is a prerequisite for obtaining free allowances in year 2012.

Emissions reports and tonne-kilometre reports

The time limit for submitting the verified reports on greenhouse gas emissions and tonne-kilometre data for year 2010 is 31 March 2011. The reports and the verifier's statement must be delivered to the Finnish Transport Safety Agency (Trafi) during office hours on that day, at the latest.

Please report the emissions and tonne-kilometre data using the electronic forms provided by the European Commission (Annual Emissions Report and Tonne-kilometre Report), which are available on Trafi's website.

Statement by an accredited verifier

Aircraft operators must make sure that they have an agreement with a verifying organisation which has the necessary qualifications to act as a verifier for aviation emissions trading in Finland. The verifier must have Trafi's approval for the task, and the verifying organisation must be an accredited verifier for the aviation sector in some EEA (European Economic Area) state.

The accreditation is granted by an accreditation body in an EEA state. In addition, Trafi confirms the validity of the accreditation in Finland based on a statement issued by the Finnish Accreditation Service (FINAS). The statement by FINAS is required before Trafi can make a decision about approving the verifier in Finland.

Regulations applicable to emissions trading can be found on Trafi's website. Applications for the approval of aviation verifiers should be submitted to Trafi as soon as possible.

Free allowances

Applications for free emissions allowances must be submitted to Trafi on 31 March 2011 at the latest. This is a strict time limit, and any applications delivered after that will not be handled and no free allowances can be granted based on them.
