Aviation, due to its international character, is largely based on international agreements. These agreements can be multilateral or bilateral. The Convention on International Civil Aviation, which also established the International Civil Aviation Organization ICAO, is one of the fundamental multilateral agreements. ICAO issues standards and recommendations applicable all over the world.
Agreements can also be concluded between two individual states. Bilateral agreements are often used to agree on air services, e.g. route destinations. Recently, air transport agreements between the EU and third countries have become more and more common alongside bilateral agreements.
