National legislation

Although the EU increasingly regulates flight operations in Finland, national legislation is still needed. EU regulations cannot be applied e.g. to military aviation or state aviation (customs, police, Border Guard). Aviation with ultralight, amateur-built and historic aircraft is also excluded from the scope of application of EU law.

The Finnish Aviation Act is under pressure for change to remove any discrepancies with EU regulations. National legislation is currently being developed in accordance with the principles and requirements observed on the EU level.

The basic rules for Finnish aviation are established in the Aviation Act. In addition to general provisions, the Aviation Act contains rules governing e.g. aircraft registration and airworthiness, flight operations, various licences, aerodromes, air navigation services and civil aviation security.

The Government Decree on Military Aviation complements the organisation of aviation regulatory duties in Finland.
