To provide pilot training and associated theoretical knowledge instruction, the organisation must hold a training permit or training organisation approval issued by the Finnish Transport Safety Agency, with the exception of a few small-scale training operations.
Commercial pilot training is provided in Finland by the Finnish Aviation Academy in Pori, Patria Pilot Training Oy in Helsinki and Salpauslento Oy.
The Finnish Transport Safety Agency safeguards the student's best interests by ensuring that the training organisation has appropriate personnel, facilities and training equipment, both as concerns aircraft and ground equipment.
The Finnish Transport Safety Agency also ensures that the training organisation operates from a suitable aerodrome, the training is conducted in a safe manner and that the aircraft are covered by the additional insurances required for basic training. The training programmes must be approved and the flight instructors must be duly trained, i.e. hold a valid flight instructor rating.
