Notification obligations

Ships leaving a Finnish port or coming from a port outside the Community carrying oil, chemicals or gas in bulk or dangerous goods in packaged form shall notify their cargo to the relevant authorities. In Finland these data are entered in the PortNet system, a port information system maintained by the Finnish Transport Agency. A consortium consisting of twenty major Finnish ports, the Finnish Customs and the Finnish Transport Agency is responsible for the maintenance and development of the system. The following notifications are entered:

- a vessel declaration
- a cargo declaration
- a notification of dangerous or polluting goods
- a notification of ship-generated waste or a dispensation from obligation to leave ship-generated waste in port.

The vessel declaration and the notification of dangerous or polluting goods shall be made 24 before entry into port. The cargo declaration shall be made not later than one hour before mooring.
